As per Sec. 227.107, RSMo, MoDOT was given the authority for three pilot projects using the design-build project delivery technique: The New I-64, kcICON and the Safe & Sound Bridge Improvement Program. Each was completed ahead of schedule and on, or under, budget.

Subsequently, the statute was amended to give MoDOT the opportunity to enter into design-build contracts on no more than two percent of the total number of all state highway system projects awarded to contracts for construction from projects listed in the commission’s approved statewide transportation improvement project for that state fiscal year.

Design-build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. MoDOT provides the project goals, budget and schedule and the contractor team completes the work. This technique has been known to significantly save time and provide cost savings.

Design-Build Projects in Procurement


The Missouri Department of Transportation has begun the procurement process for the I-70 Mineola Hill Climbing Lanes Project in Montgomery  County, Missouri.

The project’s primary purpose is to construct eastbound and westbound truck climbing lanes near Mineola Hill to enable traffic to flow more safely and efficiently and to replace the bridges within the project limits to accommodate the climbing lanes and to replace existing deficient structures.

One Design-Build team will be selected to design and construct the project. MoDOT will use a best-value selection process to evaluate the ability of the Design-Build proposers to meet or exceed the following project goals:

  • Optimize traffic flow and safety with the project limits during and after construction.
  • Use the available resources wisely to improve safety, reliability and long-term performance of the assets with the project limits.
  • Meet or beat the construction completion date of Nov. 30, 2021.

Design-Build Teams Selected To Compete for Interstate 70 Climbing Lanes at Mineola Hill

HANNIBAL - The Missouri Department of Transportation has completed evaluation of the Statement of Qualifications submitted by potential design-build teams for the construction of climbing lanes on both east and west bound Interstate 70 near Mineola Hill and has short-listed three teams.

“We had great interest in this project, and we have narrowed the list down to the three teams below who will proceed to compete for the contract to oversee the design and construction of this highway improvement project,” said MoDOT Project Director Brandi Baldwin. 
The following teams were selected to further develop their proposals on the project:

  • Emery Sapp & Sons, Inc. and Bartlett & West
  • Radmacher Brother Excavating and Wilson & Company
  • KCI Construction and Jacobs Engineering

MoDOT’s design-build team will release the Request for Proposals on January 6th, 2020.  “This means these teams will receive our formal request to submit their proposals to design and construct the new climbing lanes,” Baldwin explained.  “We will continue with the second phase of the design-build project after the new year, with plans to award the project at the April 1, 2020 Commission meeting in Jefferson City.

Missouri Highways and Transportation Commission Selects I-270 North Design-Build Contractor


ST. LOUIS – Nov. 6, 2019 – At its monthly meeting held today on the St. Louis Community College campus in Ferguson, the Missouri Highways and Transportation Commission selected Millstone Weber as the Design-Build contractor for the Interstate 270 North Project. The $278 million dollar project runs along I-270 from I-70 on the west to west of Riverview Drive. 


“Seeing this project come to fruition is great progress for the community, the region and the entire state of Missouri,” said MoDOT Director Patrick McKenna. “The I-270 North Project is MoDOT’s largest single project in the last decade. It will replace aging infrastructure, enhance safety and resiliency of the system and improve mobility for freight and passengers, all while creating an economic boost for nearby communities. MoDOT’s design-build model to scale the scope of work to match existing resources has worked well for us, and I believe it will with this project, too. ”


The I-270 North Design-Build Project seeks to improve reliability within the I-270 corridor, link communities, and enhance traffic operations so that the public has a durable and maintainable transportation network.


Challenges within the corridor include safety.  Reports show that both directions of I-270 have higher than average rates of severe crashes. They also indicate higher-than-average crash rates, with eastbound I-270 showing an average crash rate 30% higher than the statewide average for interstates. 


Other challenges include the corridor’s position as one of the heaviest traveled interstates in Missouri, 140,000 vehicles, of which 18% are heavy trucks, travel it daily. In addition, the corridor offers limited pedestrian facilities.


“This project has been in the works for a long time and we are excited to finally move forward to address some of the challenges within the I-270 corridor,” said Project Director, Justin Wolf. “While we know that a project of this scope will require patience on the part of those who travel throughout the corridor, we also know that the end product will be worth it.”


MoDOT’s project team will meet with Millstone Weber over the next several months to fine-tune project elements and construction approach. Improvements planned for the project include: 

  • Reconstruct interchanges at U.S. Route 67 (Lindbergh), Hanley/Graham Roads, New Florissant Road, Washington St./Elizabeth Ave., West Florissant Ave, News Halls Ferry Road, Old Halls Ferry Road and Route 367,
  • Additional lane of pavement on I-270 in both directions from U.S. Route 67 (Lindbergh) to Route 367
  • Improve accessibility for bicycles and pedestrians with shared use paths from Lindbergh to Breezy Point Lane along Dunn Road, and from Hanley/Graham Roads to Old Halls Ferry Road along Pershall Road, and
  • Improve safety with an updated outer road system that includes outer road conversions and removal of cross over slip ramps.

Work on the project is scheduled to begin in spring 2020. Project goals are:   

  1. Deliver the project by Dec. 1, 2023 within the program budget of $278 million.
  2. Maximize reliability and safety while linking communities for all users.
  3. Provide a durable and maintainable transportation network making Interstate 270 the conduit for a prosperous region.
  4. Grow and utilize a diverse workforce.
  5. Minimize and mitigate impacts to customers through innovation.

I-70 Missouri River Bridge at Rocheport

MoDOT will soon begin the procurement process for a Design-Build project to replace the I-70 Missouri River Bridge at Rocheport. A re-evaluation of the Environmental Assessment that was completed in 2005 in this vicinity is currently underway, with expected completion this winter.

Central District Pedestrian Facilities Upgrade Project

The Central District Americans with Disabilities Act project will bring specific ADA pedestrian facilities located throughout the district into compliance to the maximum extent feasible in accordance with MoDOT Standards and the Public Right of Way Accessibility Guidelines. U.S. Route 169 Buck O’Neil Bridge

This design-build project will replace the U.S. Route 169 Buck O’Neil Bridge over the Missouri River in Kansas City. An Environmental Assessment is expected to be completed in Winter 2020 with procurement to begin mid-year in 2020. Fixing Access to Rural Missouri (FARM) Bridge Program

This $26 million design-build project will replace up to 41 bridges in northern Missouri, and was enabled by receipt of a $20.7 million federal grant under the Competitive Highway Bridge Program. The project schedule will be determined once more information is available, but MoDOT does not anticipate starting the procurement process until late 2020.

The purpose of this section is to identify potential future highway and bridge projects. These projects may be in the evaluation stage, which is called project scoping, or may be further along in the preliminary design process. Projects listed in this section are not commitments to construct or implement an improvement. These commitments won’t be made until the NEPA process is completed. These projects are being included in the STIP for the scoping or preliminary design phase only, and subsequent phases have not yet been determined or are beyond the STIP horizon period.

U.S. Route 69 Bridges – Kansas City

In July 2014, the Missouri Highways and Transportation Commission selected the American Bridge Company and Garver team as the design-build contractor for the U.S. Route 69 Bridges project. The $79 million project replaced two bridges over the Missouri River between Platte County, Missouri and Wyandotte County, Kansas. The southbound bridge, commonly referred to as the Fairfax Bridge, was built in 1933. The northbound bridge, commonly referred to as the Platte Purchase Bridge, was built in 1957. Construction began in Fall 2014 and the project was completed in December 2016.

Interstate 44/Route 141 – St. Louis County

In January 2016, the Missouri Highways and Transportation Commission selected the Pace Construction team, including AECOM Technical Services, Kuesel Excavating Company and the Lochmueller Group, as the design-build contractor for the I-44/Route 141 project in St. Louis. The project improved connections at the Interstate 44/Route 141 interchange at Route 141 and Vance Road. The $22 million project also included pavement improvements throughout the project limits. Construction began in June 2016 and was completed in the summer of 2018.

I-64 Daniel Boone Bridge over the Missouri River – St. Charles/St. Louis counties

In July 2012, the Missouri Highways and Transportation Commission selected the Walsh-Alberici joint venture team as the design-build contractor for the new I-64 Daniel Boone Bridge.

The $125 million project built a new bridge to replace the 80-year-old westbound bridge. It also built a new Chesterfield Airport Road interchange including connecting the North Outer Road to the westbound I-64 on ramp. The project also added a continuous westbound fourth lane from the Chesterfield Airport Road entrance ramp to the Route 94 exit ramp, and added a shared use path on the new eastbound bridge connecting the KATY Trail to the Monarch Levee Trail.

Construction began in early 2013. The bridge opened to traffic in late 2015 and the total project, including removal of the 1935 structure, was completed in June 2016.

Route 364 Upgrade - Phase 3 – St. Charles County

In February 2013, the Missouri Highways and Transportation Commission selected the Page Constructors Joint Venture, including Fred Weber Inc., Millstone-Bangert Inc., Kolb Grading with lead designer Parsons Transportation Group as the design-build contractor for Route 364 – Phase 3.

The $118 million project completes the final phase of Route 364 (Page Avenue), extending it from an improved connection from Page Phase 2 at Route 94 and Mid Rivers Mall Drive to I-64/US Route 40/61 at Route N. The cost of the project is being shared by MoDOT, St. Charles County and local municipalities. Construction began in May 2013 and was completed in late 2014.

I-70 Bridges over Manchester Trafficway – Kansas City

In July 2013, The Missouri Highways and Transportation Commission selected the Clarkson Construction Company and HNTB team as the design-build contractor for the Manchester Bridge Project.

MoDOT replaced the I-70 bridges over Manchester Trafficway, the Blue River and the adjacent rail yard. As part of the project, the historic through-tied arch Route 40 bridge over the Blue River just north of I-70 was also replaced. Construction on the $65 million design-build project began in February 2014 and was completed in late 2015.

The New I-64

This project – the largest, single highway construction project in MoDOT history – involved rebuilding 10 miles of Interstate 64 from west of Spoede Road in St. Louis County to Kingshighway Boulevard in St. Louis City, including about one-half mile of I-170 as it approaches the I-170/I-64 interchange.

The $535 million project was completed on Dec. 7, 2009 – three weeks early and $11 million under budget.


The kcICON design-build project improved 4.7 miles of Interstate 29/35 in Kansas City from just north of Route 210 (Armour Road) to the northeast corner of the downtown Kansas City, MO. Freeway loop. The project included the replacement of the Paseo Bridge with a landmark Missouri River crossing – the new Christopher S. Bond Bridge. The project was completed in December 2010, on budget and six months ahead of schedule.

Safe & Sound Bridge Improvement Program

More than 800 of Missouri’s worst bridges were repaired or replaced under the Safe and Sound Bridge Improvement Program, which was completed in October 2012 – under its $685 million budget and 14 months ahead of schedule.

Project Freeway: U.S. 60 Rogersville

In June 2014, the Missouri Highways and Transportation Commission selected the Ozark Regional Road Constructors, including Radmacher Brothers Excavating Company; Reynolds, Smith & Hills; CFS Engineers; Palmerton & Parrish; TREKK Design Group and Hg consult as the design-build contractor for Project Freeway.

The $27 million project focused on improving safety and moving traffic more efficiently along the U.S. Route 60 corridor in Rogersville by eliminating at-grade intersections and eliminating the traffic signals at the west junction of Business Route 60 and Route B/VV with U.S. Route 60. Construction began in Fall 2014 and was completed in November 2016.

Columbia I-70 Bridges – Boone County

In June 2015, the Missouri Highways and Transportation Commission selected Emery Sapp and Sons and the Parsons Transportation Group as the design-build contractor for the Columbia I-70 Bridges project. The $18 million project replaced three bridges over local streets in Columbia at Business Loop 70/West Boulevard, Garth Avenue and Route 763/Rangeline Street. Work began in August 2015 and the project was completed by September 2016.
